• China HCFC items will be reduced production by 10%

Based on the requirements of 19th the conference for the Montreal Protocol, HCFCs replacement will in a earlier time than before. In Canada Montreal convention center, the Montreal Protocol 19th conference accelerated the phase out speed of HCFCs, the freeaed year is 3 year ahead the year identified in 1992 in Copenhagen amendment HCFCs , changing from 2016 to 2013. And the average production and consumption of 2009 and 2010 is the statistical accounting basis. The identified complet phase out year is earlier by 10 years, from the original 2040 to 2030.

According to the production quotas issued by the 2013 and 2014, it is expected to reduce 19348 tons every year in China. That is the total production in 2013 and 2014 reduce to 426540 tons instead of 445888 tons in 2010. To achieve 10% reduction targets in 2015, the industry needs to further reduce 32135 tons of HCFCs production, of which 16920 tons for HCFC-141b and 15215 tons for HCFC-22.

According to the industry agreement, China agreed that the first stage and subsequent project funding spend on the production line permanent closure and removal. Therefore, the FECO in the Ministry of Environmental Protection proposed a poject in 2014 to close HCFCs production line through the public bidding, which achieve the 10% reduction targets in 2015.
